O'Donnell Sweeney (Solicitors) only invoiced me after I raised my first round of seed capital (and the bill didn't break the Bank). Similarily for CFI who managed our BES Round. There are several excellent incubator programs (e.g. HotHouse) to get people bootstrapped and the few succesful entrepreneurs I have met are incredibily helpful and generous with their time. So for its size Ireland is doing pretty well on the startup Eco System (in Dublin at least).
